All Israel gathers together to declare David as king. They emphasize their unity with David as they are all one flesh and bone. Faithlife Bible.
The covenant refers to mutual pledges made between a king and his people, ensuring stable and successful (Church? The Pope?) government. The Law of Moses made provision for such a covenant. Hints of the king’s covenant guidelines may be found in the accession of Solomon and Joash and in Josiah’s promise to obey the statutes of the Book of the Covenant. NKJ Bible.

11 Then all Israel came together to David at Hebron, saying, “Indeed we are your bone and your flesh. 2 Also, in time past, even when Saul was king, you were the one who led Israel out and brought them in; and the Lord your God said to you, ‘You shall shepherd My people Israel, and be ruler over My people Israel.’ ” 3 Therefore all the elders of Israel came to the king at Hebron, and David made a covenant with them at Hebron before the Lord. And they anointed David king over Israel, according to the word of the Lord by Samuel.

18 “Also it shall be, when he sits on the throne of his kingdom, that he shall write for himself a copy of this law in a book, from the one before the priests, the Levites. 19 And it shall be with him, and he shall read it all the days of his life, that he may learn to fear the Lord his God and be careful to observe all the words of this law and these statutes, 20 that his heart may not be lifted above his brethren, that he may not turn aside from the commandment to the right hand or to the left, and that he may prolong his days in his kingdom, he and his children in the midst of Israel.
